Westminster Public Schools Announces New "Bell-to-Bell" Phone-Free Policy for the 2026-2027 School Year to Protect Instructional Time

WESTMINSTER, CO – Westminster Public Schools (WPS) has officially adopted Policy JICJ, establishing a "phone-free school day" to ensure a focused learning environment. This new "Bell-to-Bell" policy reflects the district’s commitment to ensuring every school provides focused space for meaningful engagement, and that student mental and emotional well-being is prioritized.

A Focused Learning Environment

The policy was created to reduce distractions and promote student well-being. By maintaining a phone-free environment, the district aims to protect instructional time and ensure that meaningful learning is not interrupted by personal technology.

Student Guidelines (Policy JICJ)

Under the new regulations, Personal Communication Devices (PCDs) are prohibited from the first morning bell through the final dismissal bell.

  • Definition: PCDs include cell phones, smartwatches, smart glasses, tablets, gaming devices, and wearable technology.
  • Storage: All devices must be powered off and stored in designated classroom systems or school-identified locations like lockers or backpacks.
  • Prohibition on Person: Devices may not be kept in pockets or worn as accessories during the school day.
  • Scope: The prohibition includes all instructional time, passing periods, recess, study hall, and lunch.
  • Exceptions: Exceptions may be granted for documented medical or disability needs (IEP/504 plans), verified emergency situations, or specific pre-approved instructional purposes.

Violations will result in progressive discipline, starting with a documented warning and moving toward mandatory parent conferences and potential restrictions on bringing devices to school.

Parent and Emergency Communication

The district recognizes the need for family connectivity. Parents and guardians may contact students during the school day through the school office, and schools will relay urgent messages promptly.
